Yes, you can lock your iOS device to a single app using a featured called Guided Access. Open the Settings app from your home screen and go to General > Accessibility > Guided Access. Once set, navigate to the app that you would like your child to use and triple-tap the home button to enable Guided Access. When finished just triple-tap the home button again and enter the passcode to unlock your iOS device from that specific app.
