Answer:
Siri is not included with the third generation iPad (2012), but Dictation has been added. If you are familiar with the Siri Microphone key on the iPhone 4S keyboard, you will notice that the same key is available on the new iPad. Tapping it allows you to dictate emails, notes, text messages, web searches, tweets, etc.
